          In 1956, President Dwight Eisenhower established a group called The President's Council on Youth Fitness. In 1961, President Kennedy changed the name of the group to The President's Council on Physical Fitness, and in 1963 the title was changed to include the phrase and Sports, to encourage lasting fitness gains through sports and games.

          In the 1990's Tobey created this mural to immortalize United States presidents who had worked actively over the years to expand the programs and add initiatives to them.

          

"When I think of the amount of hours lavished on learning these things, I could have been an engineer, a physicist or a physician. But none of these would give me one-fiftieth of the satisfaction. In these things I do, until I do them, they have never existed. In that sense, there is an immense satisfaction in knowing you're leaving tracks in the sands of time."
